A Study on Job Stability and Policy Response to Low Fertility Rate in Korea

Abstract
As the dual structure of the Korean labor market is becoming entrenched, this study was conducted to empirically verify the impact of job-related factors on childbirth intention and derive measures to cope with low birth rates in Korea.
According to the result, husbands¡¯ job-related factors positively affected the wives¡¯ childbirth intention when their employment was stable, working fewer hours, and childbirth-friendly. On the one hand, working wives had high fertility intention for their first child, but on the other hand, their childbirth intention for more children was high only when their employment was non-regular or they had enough time to care for their family. The findings of this study suggest that fertility intention has a positive relationship with stable jobs, but this pattern differs according to the job factors of husband and wife and the birth order of their child. Therefore, ensuring stable employment and sufficient income is necessary for increasing childbirth intention. Measures were suggested to alleviate the dual structure of the Korean labor market, such as the institutionalization of the principle of equal pay for work of equal value, the transition of non-regular workers to regular workers, and the expansion of family-friendly policies.
